Time limit on editing posts not showing in the admin

I want to change this setting, but it is not showing in Settings -> Options -> Message posting and editing options. The total of items in this menu (settings options) is 17. I think I am missing more items too.

This is a usergroup option now under Usergroup Manager > edit the usergroup > Time Limit for Editing Posts (hr)
