For what ever reason, sometimes the filter gets set to "today" instead of "all". How do I set it in control panel to always be "all".

You should be able to edit it by enabling the site builder, and edit the activity stream/forum name module. -
Where is the site builder? is this the AdminCP? or Channel Manager or ??

Log in to your site with your admin account. In the frontend at the very top right, you can toggle it On/Off next to "Edit Site". If you click on "Edit Page" then, you can customize the modules.Comment
