It's really hard to debug anything from a screenshot - especially one that doesn't include things like the URL.

The problem comes from the URL that you provided. Is a problem related to the URL using localhost. I installed same way with xampp and get that result. Try instead of http://localhost/mysite/forum just localhost/mysite/forum or with IP address http://12.34.567.89/mysite/forum
Else make sure that this link corresponds with the one set in ACP -> Settings -> Options -> Site Name / Address / Contact Details in the Forum URL section.Best Regards
