Say I have a forum named Chat how can I make it where it just shows title of the topics instead of topic and some of the post?

So, you mean you have clicked the link to be viewing the forum chat - so you are at /forum/chat? Click to get the Site Builder > Edit Page > edit the activity widget and set it to Topics is the default tab.
