We have tried lots of re-uploading editing files to see if theres whitespace, checking ANSI coding uploading in ASCII mode. We have no idea what to do. vBulletin support do not seem to know either, has anyone else encountered anything like this?

Do you have some space before any <?php in your config.php files?

No I Do Not. vBulletin support checked all that still getting the error:
      Code:
[COLOR=#333333][FONT=Helvetica Neue]That action could not be completed. Please try again, and if this occurs again please contact the system administrator and tell them how you got this message.[/FONT][/COLOR]
I also see this on vBulletins own forums:

Well there is no faq.php file nor a replacement at this time. Since there is no route for where you're trying to go, you'll get that error.
