Is this a new installation, or an upgrade?
Are you using a completely default style?
What versions of php and MySQL are on the server?

If there's no content, I'd be tempted to delete everything and reinstall into a clean database. You may spend longer trying to fix it.

Also, would be worth upgrading to php 5.4. Probably not the cause of the issue, but worthwhile nonetheless.

I can't see that being a language issue...as you say, the problem exists if you switch to English.

I can confirm that this is a language translation issue, even if Mark.B says that it is slightly possible.
I saw the issue after installing another language and it dissapeared after I removed the language.

I said it wasn't a language issue because the original poster stated that it was the same in all languages...but they later said it wasn't.

If it's in all languages, it's probably not a language issue.
if it's just in one then it probably is.

Yes, I was not probably very clear.
Since I have same issue with probably another translation it means it is not a language issue, but a translation issue in vbulletin.

In my language xml file i had the date and time format and this caused the problem.
                            Sorry my bad english.
