Can I add a co-administrator that is able to use site builder also.

Yep. Add them to the administrator group and then go to Usergroups > Administrator Permissions > Edit Permissions and give them permission to use Site Builder.

Members of the Administrator group cannot see the activities of members, and they cannot respond in private groups only after they are subscribed.
