Missing "Attachments Per Post"

We just upgraded to 5.1.3 from 5.1.2 patch level 3 and tried to post an article with pictures. However, we cannot find where "Attachments Per Post" setting. It's supposed to be in "Message Attachment Options" but we cannot find it anywhere.
