Posting Toolbar?

Hi I'm trying to find the section in Admin CP where I can set-up the posting options available to a user. Essentially the toolbar in the picture below. Currently my forum does not provide users with this toolbar.
I went to Admin CP> Settings> Options> Message Posting and Editing Options...because the title 'Message Posting and Editing Options' seemed to me to be the most logical place to find setting for this posting toolbar but apparently not.
Any help is greatly appreciated.

You can't enable it by default, you can expose it by clicking the "A" button, top left of the editor.
