Yes, if you are referring to the fact that you have the forum installed in a folder called/forum.

Change the URL details in the admincp first (three places, all at AdminCP> Settings > Options > Site Name / URL / Contact Details
then rename the folder on the server.

However - the forum on your license is not installed at domain.com/forum, it is installed at domain.com/

It's possible you are referring to the name of the forum channel, which, in your case, will show up as domain.com/forum. This cannot be changed.

but not sure why url go to mydomain/forum/

Yes, it is possible to change the paths generated for forums and categories.
You will need access to you MySQL database, preferable PHPMyAdmin.
Once in the vBulletin database go to the routenew table. You can then change the URL as desired.
This is not officially supported though and you can possible damage you database if not correctly done.

We don't recommend making changes to routes directly in the database.
If you do, and mess it up, in many cases the only fix will be to restore a backup database.

No, the /forum in your case is just the channel name.

domain.com/ -> This is the main "entry page" to your site.
domain.com/forum -> This is where the forums are located
domain.com/social-groups -> This is where the groups are located
domain.com/blogs -> This is where the the blogs are located
domain.com/articles -> This is where the articles are located.
