vBulletin 5 API -
Tell vBulletin to talk to MySQL as UTF-8. You would do this in the core/includes/config.php file by uncommenting this line:
// $config['Mysqli']['charset'] = 'utf8';
Remove the slashes at the beginning to uncomment it.Translations provided by Google.
