Guests should see a link to attachements, but asking for registration when clicking on it

As in my (german) admin help written, when deactivation the option for the userrole "guests" for being able to download non-image-attachments they should see a link to the attachments. When clicking on it the should be asked to register to the forum to download the attachment.

Actually what happens is, that the attachments get hidden for guests. How could I achieve the goal ?
