Users Cant Upload Avatars

I have gone through all of the settings that I can find and I cant find the answer to this issue. Users dont seem to be able to upload custom avatars through their profile area. Here is what the settings look like:

Can Upload Custom Avatars: Yes
Can Upload Animated Avatars: Yes
Custom Avatar Maximum Width: 250
Custom Avatar Maximum Height: 250
Custom Avatar Maximum Size File: 10240

When I am logged in as a user, it lets me navigate to choose a file, but the file never uploads and the page freezes. What am I doing wrong here?

In a browser like Chrome or Firefox bring up the developer tools (right click on the page and go to Inspect Element, then choose th Console) then try to upload an avatar- are any errors logged to the console? If so, what are they?

I have a ticket filed for this as well.
I have been able to recreate this one myself.
When trying to load an avatar, the popup where you browse to a file becomes non-functional and you have to kill the browser...

Anxiously awaiting the fix for this.
I have been manually adding avatars for people...

In the template footer, find this code:

I tried that and the users still cannot edit their own avatars or upload new ones. Is there a setting somewhere that I am possibly missing?
