          I believe the button shouldn't be required and the "toolbar" is the wrong menu to float on devices. The header menu should float in my opinion. The multi-quote should be automatic. If the topic toolbar was fixed anywhere on the screen, it should be at the bottom of the screen in order to provide a more intuitive experience.
