Unregistered Users / Not Logged In Can't View

I am a new VB user and just installed VB5.05. I have been trying to solve this problem for a week. It's critical to be able to launch my site.

I can't seem to get it configured such that users can view the forums without being logged in.

I set all the Channel Permissions and all of the Usergroups to:

Can View Channels	Yes
Can View Topic Content	Yes
Can View Others' Topics	Yes

I also had same problem when using IIS as web server. May be the the problem relate to guest cache, but I'm not sure. To resolve it, go to AdminCP -> Options -> Server Settings and Optimization Options, then set Minutes to Cache Content for Guests to 0 (no cache). Then go to Maintenance and clear the system cache.

Disabling the guest cache should address the problem, after disabling it also clear the system cache.
