Giving a user options in AdminCP, but not allow them to see all forums

I gave a user access to the AdminCP by making them an administrator, and only giving them the options to edit the template. They are able to see all the forums, as Administrator is able to see them all. Is there a way to give them access without me having to turn off all forum permissions to the the Administrator usergroup? The end result is that I want our web designer to be able to update/add to the templates, but nothing more past that.

It seemed to me that I could only assign components of the AdminCP to people only in the default Administrator group, and only if it was their primary group. Making a custom group wouldn't give me the options when assigning privileges to the AdminCP as the user wouldn't show, unless there is a way to assign a usergroup as an "admin" usergroup.
