From admincp, how do I manage topics/threads?

I do not see the old threads/topics as the previous versions of vbulletin. How do I go about adding a new topic or thread from the admincp?

vBulletin has never allowed adding a topic/thread from the AdminCP. You would need to add those through the front-end.
