I was able to get vb installed however when trying to go to admincp I get a directory view and the homepage has no graphics/css is missing. If I browse to www.domain.com/core/admincp I can get there and looks like css is working as well. Where have I gone wrong?

You likely don't have mod_rewrite support enabled in apache, didn't upload the htaccess file, or your config.php file and AdminCP core url are set incorrectly.

Well I guess the first clue was that forums/install/install.php wouldn't work. I had to do forums/core/install/install.php.
Then after the successful install forums/admincp wouldn't work... -
