Errors uploading files

When attempting to upload and insert files (e.g. PDF, PPT, DOC.) that are over 1mb, I am presented with [ ATTACH ] n [ /ATTACH ] which displays nothing.

I have tested a 7mb PDF through Maintenance > Diagnostics > Upload and it was accepted with the following results...

file_uploads:	On
open_basedir:	None
safe_mode:	Off
upload_tmp_dir:	None
upload_max_filesize:	20.00 MB

Results

No errors occurred while opening the uploaded file for reading.

Where am I going wrong??

I have added spaces before and after ATTACH and /ATTACH for visibility purposes.
