Please see the documentation on the Amazon website. We don't have and probably will not create tutorials for individual services.

Once you have your Cloud Storage set up, you can tell vBulletin to use it under Settings -> Options -> Server Settings and Optimization Options. You'll probably want to configure your DNS so that is will automatically redirect people to the proper location from something like static.yoursite.com.
