Custom CSS location

In vB 3 or 4 there was an area to be able to add custom CSS lines. Where or how can I do this in vB 5? What I'm trying to customize is the main header where "FORUMS BLOGS GROUPS" etc is located. I want that to be Small caps, not all caps.

The template css_additional.css.

I finally figured out how to get to the css_additional.css template but all I get is a blank screen when I try to edit it. I realize I am a newbie but confused as to what the next step is.

The template is blank until you add stuff to it. Put all your changes in that template and save a copy in notepad or whatever editor you are using. You don't have to save a copy but I found it useful at the many times I cocked it up. Use it to revert to.

The template is blank by default, that is normal.

Any CSS that is put into this file overrides the rest, correct?
