Have you changed the /core link from ACP Settings? Usually that cause the problem on not showing the images...

Hover over the 'login' link (or any other for that matter!) - is the URL correct?

I am also experiencing this issue after a fresh installation with 0 issues.

If I hover over the registration link it says 10.10.10.10/register (replaced the IP).

My setup for testing out vBulletin 5.

Ubuntu 12.10 x64 (Also tried 12.04 with the same result)
                      Default Apache2 & PHP package

During the installation pictures / css worked fine but post-install after everything is broken.

I have this issue as well, and when I turn on/off the css as files option there is no difference. With css not being stored as a file I get a blank page when i view the css:

With the css being stored as a file I get a 404 error:

                        http://www.lubrigard.com/connect/cor...additional.css (404 error)

This is only my user registration confirmation page, the link they click from the email saying "you are confirmed"

PS: everytime i edit my post my links turn into BB code that doesn't render in the message

Ah this version is so bad.. I just purchased it 1 month ago, and today my boss says we need to scrap it. Half the time the css files are not displaying.

When are these issues going to be solved??

From what I was posting above, when I viewed the source I notice there was no DOCTYPE set, there were a number of css files missing by the looks of it. This is not good.. its a big mess, how is this not still in BETA...

There are a number of issues that can be causing this symptom-

                              URL not correct in /config.php
URL not correct in Admin CP -> Settings -> Options -> Site Name / URL / Contact Details ->Core URL
.htaccess file not present or other equivelent issue with URL rewriting
CSS Templates couldn't be written to CSS directory
                              Other?

The first two you just check obviously. The .htaccess/rewrite you follow some links from the page, if they work (bring you to new pages, even though the style is messed up) then htaccess is probably OK

If your forum isn't installed in the website root (for example it's in /forum/ like this site) then you may need to add this line directly under RewriteEngine On in .htaccess:
                              Code:
                              RewriteBase /forum/
Adjust /forum/ to your folder name.

The CSS issue as suggested you go to Admin CP and try moving them in and/or out of the file system, see if either works.
