I notice that latest activity when clicked is forum based and doesn't take into account anything other than the forum it is related to. Is this correct?

Depends where you click it.
If it's within a forum, then yes that's how it's designed, it's an activity stream for that forum.
You can even get an activity stream for individual topics.
For the "full" activity stream, click the Latest Activity tab on the forum listing (what used to be called "forumhome").MARK.B
