    Second database under existing license

We would like to mount a second database on the same host as our vBulletin 5.3.4 forum, to test features and settings in a non live (to the public) environment, and also to setup separate channels (forums) for our different staff groups so they can discuss moderator issues in private, at least until the social groups bug is fixed.. We would make the url non public and also only approve registrations from staff. Will this work, is it legal, and is there a better way to do this? Would we need to register a new domain or just create a subdomain off the existing one?

The license agreement specifically allows a test/development installation as long as it is not available to the public.
