Neither vBulletin 3 or 4 support Cyrillic in the URL either. In vBulletin 4, we actively remove any Cyrillic.

sorry, but vb3 and vb4 support very weel if you use old VB3 ul scheme (with query string) ! it's not make a keywork spammy url and url are short !

It's not only cyrillic, it's ALL unicode characters.

How it appears depends on the browser as well. In Chrome, you get the actual characters, not the encoding.
