Don't believe it has ever been a feature to download the attachments except for inline images. They should use their web browser to download attachments.

I am not aware of the details for the current development schedule of the Mobile Apps. If you would recommend a new feature you can post it here: https://tracker.vbulletin.com/vbmapp
