Our forum is an in-house office forum. We would like to have the app and have purchased the mobile suite. Do we absolutely need a developer account? We don't need the app to be available to anyone - just our employees. Can it be available via a link or any other way so that we don't need the developer account?

Unfortunately there is no way round this, as it is an Apple restriction. You need somebody with an Apple developer account to sign the app.
