How to Submit my iOS App ?

Before i was able to submit the iOS app via the iTunes Connect website now its saying:
Submit your builds using Xcode 5.1.1 or later, or Application Loader 3.0 or later.

Does this mean i can only submit the app via a MAC ? I ahve a PC...

Yes.

You require access to an Apple Mac running a recent version of OSX to submit apps to Apple's store- this is their requirement, not ours.If you have a friend with a Mac you can ask them to sign it for you- once its signed you won't need it again until you upload a new version.
