Where is the pm_turnedoff setting?

"Unknown error: Error code pm_turned off".

Users of my forum app are getting this error message when they try to send a PM.

It doesn't appear to be in the API settings under vBulletin options and its not in the includes/config.php

Can somebody let me know where this is please?
