Mobile VB, and I have IOS account but no Mac, can someone publish for me?

I took the plunge and went for the mobile version of VBulletin, and then found you have to sign up for developer accounts which cost more. As i didn't want loose out on my VB mobile purchase I paid apple $99 and now found out I need an Apple Mac to upload the VB app...

Does anyone have a Mac that can log in as me and upload the App?

If everyone has the same prob as mee without a Mac, then I'm sure this could be a real money maker with someone with a Mac.
