I have read the post by The Smoker King where he said he finally figured out the correct path statement. And the reply by Hartmut about using the 'absolute' path. I haver tried about all the combinations I can think of, even down to using the IP address of my server. But no luck. I have checked the settings in the ACP panel on the phpBB3 site for attachments and it is set to the 'files' folder. What goes in front of that in the ImpEx import attachments link, I really don't know. Any help in the format of the link I need to enter would be greatly appreciated.

Are the attachments on the same server as the vBulletin installation? If so, use the full server path to that directory. To find this, upload the attached file to the attachments directory and go to it in your browser - then copy and paste the path you see on screen.

I did as you said, but still did not work. After further research, I found that phpBB3 encodes information in the 'files' directory that points to the location of the attachments in the database. I learned this from a script I found on the phpBB community forum. It queries the database using the encoded information and saves all the attachments in a new folder with their 'real' name. But they put an IB number on the front of each file name, so ImpEx still can't find them.
Someone here has to have the answer to my issue.

I'll be honest and say I've never seen that problem before - I've looked at a number of phpBB imports over the past short while and none have had that problem. Is there an option within phpBB to encrypt these or an add-on module that does this?Comment

Will check with the owner of the server to see if it's OK I set up a temporary login for FTP access. And I believe I need to give access to the cPanel in order to get to phpMyAdmin, so that also requires a temporary login.Comment

Seems you figured out what my problem was. I need to learn the terminology and difference between an URL and directory path.
I tried again to use the server.php file you attached but still unable to get it to work. Am sure it is something I am not doing correctly.

At this time, I am not having any issues with the import that I have found. Someone went in and entered the directory path to the attachment folder and imported the attachments. Appears I was not entering the correct information. And who ever did work the ticket didn't enter a journal stating what they did to accomplish the task. I am still not sure what the correct path is but will check with the server owner for that if I can't figure it out when I do this for the live site.Comment
