non-subscribers users to download

I have a forum with subscriptions system that only subscribers can download, however, I need some non-subscribers users to download. How do I set this up? I tried these forums but I received a message from the system asking me to change the group settings.

You would have to put those users in a usergroup with permission to download the files.

Usergroups -> Usergroup Manager. Create your usergroup.
Search the users and add them to the new usergroup.
Usergroups -> Forum Permission. Edit the permission for the forums where they should be able to download the files.
