ForumRunner has not been developed for several years and is no longer supported.

The ForumRunner application will not function on modern versions of iOS or Android.

Why is technical support telling me that activation is in the control panel?

I'm not sure, in theory you should be able to ativate it but the application will not work for a large proportion of your users, since development stopped on it some years ago. It has therefore not been updated to work with later versions of iOS or Android. We do not recommend using it and indeed in recent releases of vBulletin 5 it was removed from the download package.

Does this mean I ignore the warning message in the Forum Control Panel?

You should remove the Forumrunner plugin from your site. You can do so in the AdminCP under Plugins & Products -> Product Manager. We're no longer accepting new activations for the software.
