CMS style always uses board default and cannot be changed

Fixed by installing a new copy of the CMS.

Upgraded an old forum to 4.2.5.

1. The CMS style reverts to whatever is the board default and does not respect the user st preference for style. Additionally, although it shows the style changer at the bottom of the home page, it shows as initially blank. Clicking the drop down does show the other styles but selecting another style does not actually do anything.

2. For this forum, they want the home page to be a set of specific widgets. There are no articles so it is more of a doorway to find forums, threads, amd posts of interest.

However, I can't find a way to delete the default "content" which would I realize normally be published articles. Is there a way to do this?
