This is my website after moving to new host

I have just moved to new host.
My site now has funny characters.
I tried upgrading from 4.2.3 to 4.2.5 and upgrade went smoothly but still the language is not correctly recognized.

any hint on why this strange language is appearing?

It is appearing because the new database is using a different character set and collation than the old database. You need to make sure they match exactly.

How can I change it in vbulletin?

You need to make sure your database is set as per the old one, that's not done in vBulletin but on your database. You will need to check what the values were on your old host and then speak to your new host to make sure they're the same if you're not sure what you're doing to change them.

I tried re-upgrade but I get following error when I start upgrade

Why are you running the upgrade again? That will not solve your issue.
