It is possible with both and vB5 is in active development. So I would use vB5. But you need custom code anyway!

There are tabs above the forums containing forums, latest activity, subscribtions. The latest activity is like a timeline.

It looks good but I want to know I can set this Latest Activity as Homepage and showing comments under per posts like their site?

Actually this is like the build in activity stream of vB5! Just click latest activity tab at forums-page.

Are you talking about New Topics on vB navigation?
If yes, when I click on it, it redirected me to search result page.

That is not a vBulletin forum.

I don’t know of any timeline add on for vBulletin that is similar to that.

Can it require a custom addon for that?
And which version of vBulletin is easier to setup for the addon?
I am consider using vB 5 because in the posts, it has already comment system to use.

I have a vB 4 license that have not used yet and I want to setup a new forum with vB version 4 or 5 but the thing I need is, I want a Timeline like this forum https://smartphones.best/ on its homepage. I tried to search vB 4 or 5 addons/plugins but I have not seen any addons can allow me to do that. Anyone knows how to do or what I can make a homepage like that forum. Please suggest! Thanks!
