How to place another banner on top

On my site constructforum.com, how can I add another banner at the header, just like the blue one I have that says "two practice tests"? I want to add one more near it just as that one.

Asa guest user, I don't see any banners on your site either. However, you should be able to just add another banner in the Ad Manager. They should be both displayed.

I just visit your forum the first time and don't see any banners also. Try to delete all caches in browser and vB.
