At https://members.vbulletin.com, you need to click the link that says "Download vBulletin 4 forums, cms and blogs" (or something similar, I don't have the page open at the moment).
Upload those files to your server.
Run /install/upgrade.php
Delete the install folder.Translations provided by Google.

The files you are looking for are in the upload folder. You should upload everything in the upload folder.Translations provided by Google.

If your license is for the forum-only version, that does not include the CMS or the blog.
For what it's worth, the CMS is very limited in what it can do anyway.

I was buy the license a lot years ago (of vb 3.x) and I don't remeber if with 3.x was are CMS, I think that not, are in 4.x.
Like you indicate, I see that for what it costs, it is very limited, and I do not know if it's worth it.

No, 3.8.x didn't have the CMS. That was introduced as an option with 4.x.
In my opinion, it is not worth the extra cost. The CMS and the blog were rarely used on the forums I was involved with (since then, all but one has been migrated to Xenforo).

There is more flexibility with the Article component of vBulletin 5 due to its integration with standard content types. The layout capabilities of the vBulletin 4.X CMS is also site wide with Site Builder in vBulletin 5.
Unfortunately, the only way to upgrade to use the vBulletin 4.X CMS is to purchase the 3.x to 4.x upgrade for $149.00 in your Member's Area. This includes CMS and Blogs in 4.x. Though you might be able to find a third-party license for sale for less expensive.Translations provided by Google.

Like always, thanks Wayne,
I do not remember, since a long time ago, but I thought that I had acquired the license of 3.x to 4.x because initially I started in vb 3.x and I am in 4.x, I do not know, or rather, I do not remember if the update to 4.x was free or if a license of 3.x was acquired 4.x inlcuia cms and blog and I was left alone with a forum.
What to look for in third parties, which will always be cheaper, do you mean people who sell it?
