Can't install vBulletin 4.2.3

I'm trying to install vBulletin 4.2.3. It's a fresh installation and everything goes fine until it get 2%. It stop at 2% with the "Creating sigpic table". It doesn't show any errors, but it never go after that message. If you try to go to upgrade.php it will show you:

This is a local machine and the only system admin is me. Please, advice, how to install vBulleting and what's wrong?

The error message tells you whats wrong.

mysql_connect(): Headers and client library minor version mismatch. Headers:50550 Library:50635

You need to fix your php/mysql installation.
