i tryed to install vb 4 and it come up with processing xml and didnt move from their, im on go daddy so is their anyway i can edit the php file?

What php file do you mean? The only file you need to edit is /includes/config.php but if you are getting as far as processing it is probably ok. Try refreshing your browser when it is stuck.
Does your server have mod_security? -
To host vBulletin on GoDaddy you must have their Deluxe Linux Hosting or higher. Their economy package does not support the software.
You can't refresh on the install or it will start over. If you're processing XML, you're in the Final "Upgrade" steps though. So you can switch from install.php to upgrade.php in the browser's address bar and restart the steps needed.Translations provided by Google.
