[Forum] Scheduled Tasks on Closed Forum

Are "Scheduled Tasks" supposed to run on a "closed" forum? I have a test site set up and the forums are "closed" and just noticed the scheduled tasks aren't running, is this normal?

Would something else on a "test site" be preventing the scheduled tasks from running?
