upload tools.php from the 'do_not_upload' folder of your vBulletin distribution to your admincp directory. Now point your browser to www.myboard.com/admincp/tools.php
(tools.php require install directory too except install.php file)
and reset your domain/admin access if you want
Once your problem is fixed please remove tools.php again from the server.

Are you referring to the customer area on vB.com?
Trying to get into your vB admin area, then follow the instructions above.

If you want to change the domain that with your vBulletin license you need to edit it form Members Area.
