Hello,
How can I do, if I browse FORUMHOME navtab What's New? is shown, but if I browse a MEMBER PROFILE that tab is hidden?

That is not something that can be done without adding a plugin or modifying the vBulletin code which we do not support. You can ask on vBulletin.org for help with this project.

On 4.2.0 the basic overview would be to create a plugin that creates a custom $show variable that is true on FORUMHOME (and anywhere else) but false on Member Profiles. Then in the Navigation Manager for What's New tab add that show value to the box: Show Permission Name.
