[Forum] Users can't view avatars

Users uploaded avatars and I can see them in the the admincp profile but they aren't being displayed on threads?
I created a user profile via admincp for myself uploaded an avatar and it DOES show in threads?

When I create a new user via the registration page I get "do not use an avatar" radio button with no alternative selections.

EDIT fixed had to change registered user groups.

However how did a user upload an image as an avatar if was perviously locked? His/her profile showed an avatar image.
