You cannot use SSL and remote loading of Javascript. vBulletin 4 was not designed to work that way.

In the AdminCP, there are options to use local yui / jquery servers, instead of remote ones.

Specifically the settings you need to change are in Admin CP -> Settings -> Options -> Server Settings and Optimization Options

Then change Use Remote YUI and Use Remote jQuery to "None."
