so I've got a site that has been running fine for months and months and months. This particular site has users that upload a lot of PDFs. I set the upper limit on PDF size to about 38 megs. They've been posting on average PDF's ranging from 100k to 6 megs.
There have been no issues with this until today. They started randomly getting Request Entity Too Large for PDF's larger than say ~64k.
A ~120k PDF throws back Request Entity Too Large and obviously anything larger doesn't work.
This problem extends to all file types not just PDF.
PHP's post size upper limit is set to 80 megs and Apache didn't have a set LimitRequestBody, I tried setting it to 0 just to see if that'd do anything and restarted Apache but no go.
So, having edited no settings, changed nothing on the server they've suddenly become unable to upload anything more than ~64k. I don't know the actual upload limit as I don't have files at every size to test between 50k and 100k.
The only thing that has happened since they were able to upload vs now where they cannot upload was a short loss of power on campus.
Note: We host 2 Vbulletins on this server and both have lost their capability to upload files larger than around 64k.
There is 469gigs of unused space available to the partition, so the drive is not full.

I finally figured it out. Mod_securty's SecRequestBodyLimit set to 128k, it was turned off previously so it never caused a problem but when the server restarted it flipped back on and since it was doing it's job properly there was nothing in the error log.
Since I figured this out I set the flag to answered and I'll leave it here in case anyone else has a similar issue.
