[Forum] Importing new language pack problem.

I downloaded the french language pack from vbulletin.com and am trying to upload the xml through the admincp language pack import screen. When I upload vbulletin-language-fr.xml i get the message

The file you attempted to import only contains phrases and none of the settings required. You will be unable to make a new language with this file.

What am I doing wrong?

You must create language first.

Language & Phrases > Language Manager : Add new language.

Allower user selection: Yes
Text direction: Left to right
Language code: french
HTML character set: ISO-8859-1
Locale: french
Date format override: %d/%m/%Y
Time format override: %Hh%M
Registration date format override: %B %Y
Birthday date format override (with year): %d %B %Y
Birthday date format override (without year): %d %B
Log date format override: %Y-%m-%d %X
Decimal separator: ,
Thousands separator: _

Save. Then, you can import your xml language into this Français language.
