Yes, later posts have said this is a known issue. It is doubtful that it will get fixed soon as the pages it appears on are not relevant. We'd more than likely just pull the pages out of the system.Translations provided by Google.

You should edit the additional.css template directly. Even if you could access the page, any edits made on it or anything added to the additional CSS boxes would have no effect. The MAIN CSS Page is not used in vBulletin 4.X. It was only left in the system as a courtesy so that you can reference the values and move them to the appropriate stylevars. In later versions of vBulletin 4.X, that isn't even necessary since we added a Style Mapper that does it for you.Translations provided by Google.

The page it appears on it not used in vB4 so the error is unlikely to be fixed.
If you want to edit those templates, just use the normal template editor.MARK.B
