[Forum] Can't login admincp or front of forum - 4.1.12 on Amazon cloud hosting

After upgrade on 4.1.12 and one day of successfull work we've moved to es2 Amazon cloud
and in several hour an error begun to appear - if user logins on the frontpage or to admin panel the result is the same - redirect shows an error wich says text like this:
To much login attempts has been made. You should try to login next time in 15 minutes.

Cookie path is set to - /
Cookie domain - is blank

I tried to upload tools.php and cleared Datastore Cache, but it didn't help...
Tried to restart httpd, ngnix and memchached - no result.
any ideas?

Peapole, who haven't logged of still can use forum as usual, but all others can't login properly!

Are all the IPs for users showing as the same IP? If so, you need to talk to your host to fix this.

In the meanwhile you should try to truncate the strikes table and then try to login.

can this be done using sql-query console in tools.php ?

Sure, although if you have database access through something like phpMyAdmin, then I would do it that way.
