Users seeing site in Maintenance mode

Yes; DNS is slow - especially if you did not set a short time to live , for example 5 minutes. It may take quite a long time.

Typically it takes 24 to 48 hours for full DNS propagation, I myself when working on sites usually see the relocated site within 2 hours but some others do need the full 48 hours before it's shown properly. I feel that is the case here therefor I would simply let any members who email or instant message you about the site know that it should only be a little bit longer before they see the site on your new server.
